Over the next 5 years, cash strapped Florida's projected need for inmate housing demands the construction of 19 new prisons. At $100MM each, that is enough to plug the education spending shortfalls for at least two of those 5 years. A new theory however suggests that education and rehabilitation could reduce that price.
